it seems I was under a misunderstanding about Iraq. I didn't know the USA had such a low profile in the 1980s. I thought of Saddam as a 'client' state of the USA in opposition to Iran and as a major oil supplier.

Not a problem. It would seem that this perception is quite pervasive, possibly purposefully disseminated by those who have an interest in attacking US policy decisions.

Which begs the question.. "If they are attacking US policy, while conveniently ommitting the political conflicts of interests that existed in France, Germany, and Russia, might these activities have been part of an intentional disinformation campaign by the intelligence services of these countries?"..

Doubtful... I imagine any US support was cash on the barrel, or provided free of charge as part of the US interest in preventing an Iranian victory.

Now those debts should be written off if they relate to Saddam's rule rather than private loans which should remain in force.

Completely agree, especially considering the lack of true financial support being offered to rebuild post-Saddam Iraq.

Not the case. The Reagan administration (if my memory serves me correct) loaned Iraq big time money during the Iran / Iraq war in the form of agricultural credits. Those debts are still unpaid and make up part of Iraq's massive foreign debt.
