Now imagine if the government somehow interferes with the outsourcing of programming to India, passes a law which makes it mandatory that all US companies hire US programmers.

They wouldn't do that Grace. The intention would be to stem the flow of US capital to india, in this capital drain we have now. There isn't anything wrong with growing india as a business for microsoft for example, but there is A LOT wrong with taking large sums of money paid in primarily by US consumers and business and transferring that capital offshore. So congress would just want the % of revenue from the US to be reinvested in the US, that is all. The first huge step would be for companies to disclose their market breakdown vs. their employee breakdown. If their market is here, and their employees are offshore that is a problem for the USA.

How long would it take before all US software companies move offshore completely in order to compete with those foreign software companies that don't have such constraints, ones that have costs far below the US companies?

Never, if any accountability for where you sell vs. produce is enacted.

The sad truth is the US produced 1/3 the jobs last quarter as france. There is no sense denying that we have a problem.

Grace, Maybe the transition should be made easier somehow for folks, so as a collective country we don't do something harmful like protectionism. Does the govt have some type of education credit displaced workers can use?
