I don't think so. If you know that intelligence gathering at best is not great but better than none at all you might, as a person responsible for the safety of your people, not want the enemy to know you are so blinded but rather have them believe you are more capable, ie raise their paranoia level a little. You seem to have either forgotten the context of the war in which we are engaged or failed to comprehend it.
