Here I go again. 13 has nothing to do with schools. Property tax goes into the general fund and the politicians decide out to disburse it. Problem today there's not enough coming back from the state so the answer's is to send more. I don't think so.
It's the number one scapegoat for politicians that crave more power. When in fact as the leading Democrat candidate said during the gubernatorial debates. "we just spent too much".
