If that email was sent to Iran you can rest assured it was sent to all world leaders. This is probably just the one someone confessed to receiving. Looks to me as though the Kerry camp is up to at least two things:
1. Fund raising overseas--AN ILLEGAL ACT
2. Getting foreigners to work on convincing foreign born Americans to vote for Kerry. (Many Americanized Aliens are very much for Bush, having seen the values he stands for).
