We're generally reluctant to change horses in the middle of a war. Since he's made the WAR ON TERRORISM an ongoing conflict, even if peace breaks out in Iraq tomorrow, he'll still be a "war" president.

I don't know what "War" he's talking about, other than the war he started. I don't consider anti-terrorism a war. I think he'd like for us to define it as a war, so we'd want a "wartime president". I'd much prefer a competent "peacetime president", which he is not. He's not even a competent president as a "wartime president", who would have raised taxes to pay for the war.
