Because like most politicians they lack any real principle and generally say or do whatever they calculate will be to their best advantage.

Jake, Kerry voted for a resolution authorizing Bush to use force, if necessary. Bush asked for such a resolution when he told Congress not to "tie his hands". The implication was that Bush would use the resolution to pressure Saddam. The ultimate decision to invade was Bush's decision. Kerry did not vote to take him out.
