Lizzie, Indya is a socialist country at heart and has only grudgingly given up the trappings of that type of government, mainly high taxes and excess beurocracy. Indians already pay higher taxes that we do. It just so happens that a $5000 IT job over there is the purchasing equivalent of a ~$150,000 a year US job, so they are happy to pay those taxes.
