Lizzie, I can see Roach wants his stuff to make larger waves than it needs to.
A large part of the IT downturn is due to a lesser domestic need for IT people brough on by better deployment and management tools for businesses. In addition, later software has fewer bugs and is easier to learn and understand. They have also locked down the computers so that the users cannot 'break' them with their own programs or viruses. Now you find many people lack the administrative ability to open programs from a CD or diskette. Increased security has removed the floppy drive from a large number of systems. No need for them and they hold risks of theft of programs.
Labour arbitrage will only affect a small %, less than 5-10% of IT jobs in the USA.
Few people realize we are approaching computer saturation in the USA. The only new computer sold is when an old one is taken out of service, plus a few for new users. This is not like the growth periods of the 80's and 90's. They also overtrained IT men, at the same time the need for them was in decline. We may well be more IT intensive, but we also will need fewer IT repair people because fewer machines and programs will break and most installs can be rolled back to the prior saved version. That means no need for any IT person at all.

Blame it all on Gates. His windows management programs have gotten better, and others have made management programs that are better than Microsofts.
