There is a different type of skewing going on. A small business Corporation I used to do some work for got a call asking why they were sending in a labor form listing zero employees. The small business used to have 5 employees 2 years ago, now it has zero as per the business owners calculation since he can't afford to even pay himself a salary. Basically operations had been shut down, but the corp maintained its existence and had to comply with some silly reporting rules.

Dept. of Labor phoned this guy and argued with him that he had AT LEAST ONE EMPLOYEE cause someone had to have filled the form out!

OT Lizzie, People who worked in TS, Call Centers, Assembly Mfg, certain IT work, and database software development, should retrain for a growth area.

The problem is: hightech's industry leaders aren't adequately telling people what areas people should retrain out of, and what areas people should retrain into. So this leaves too many Bay Area people wondering, which is a waste of valuable resources and their time.
