you have guard people who miss a drill and go to another unit to make up the drill. Or maybe you miss a weekend drill then you need to make up the drill.. the only way is go to four night drills, take a special qualification assignment at a unit go to another battery etc that meets a different weekend. since he was transfer in he could have been floating around various sections . His mos or qualifications was flying a certain plane , so what would they do with him? esp if no plane to fly? He has pay records so he reported.. althought some guy writes in washington post he got paid for not attending drills i never remember anyone getting paid when they missed a drill.
usually there was a roaster check off at the start of each drill or if you came in late you signed in at the office otherwise you didn't get paid.

I guess it differs from situation to situation.

A "surplus" pilot who is not assigned to flight duty would be a "wave" drill anyway. I have no doubt that Bush cruised through the last couple of years. But as an issue, there is no "there" there.
