Hmmm ... Are you referring to Democrats like FDR? Or Truman?

The Bush Administration has talked about the great "Marshall Plan" when talking about post-war Iraq. Hmmm ... Marshall was non-partisan, but worked for FDR.

The U.S. foreign policy has been very consistent (right or wrong) for a long time. This has been true under both Republicans and Democrats.

The exception to this long history of non-partisan foreign policy is the new "Bush Doctrine" experiment that is a complete failure (see my previous message on the Bush strategic errors).

Moderates and conservatives are flocking to Kerry now.
The "old liberal" shoe doesn't fit. You obviously believe the cliches are are ignoring the reality. Kerry is tougher than Bush. Tougher. On all fronts. he will now prove it by taking Bush to the woodshed and giving him such a whuppin' GW will be crying like a baby.
