It's because most dogs have a strong component of sight hound in them (as opposed to scent hound). They are reacting to your speed, but mostly to your whirling legs.

When a sight hound goes after a fleeing animal they are 100% focused by sight, at the expense of their other senses (when you yell at your dog after he takes off, he cannot physically hear you - that's why they never stop).

Most people who are chased by dogs pedal harder, thus exciting them even more. Next time try coasting by them with your legs motionless.
