I fail to see the connection between voluntary activity,like going topless on a beach, and involuntary activity, like being exposed to toplessness against your will. If I want to see other women's breasts, I can see them just about anyplace - women's magazines, men's magazines, the Internet, cable TV, and, being female myself, in the locker room at my local gym. The point being that there are limits, and boundaries. If you don't want to look then don't put yourself in a situation where you will be forced to look. If Hillary Clinton flashed her breasts during the State of the Union Address, would we be getting lectures from Europeans about how "natural" it is? Anyway, they do a lot of weird things in Europe. As I understand it, it's considered "natural" for parents to walk around nude in front of teenaged children, and I assure you that my kids would rather I did not do that. Also, in some countries just leaving your kid on the sidewalk outside a restaurant or a store in a stroller while you go inside is considered "normal." Here, that's child endangerment.
