Bill Clinton was classified 2-S on November 17, 1964.
Bill Clinton reclassified 1-A on March 20, 1968.
Bill Clinton ordered to report for induction on July 28, 1969.
Bill Clinton dishonors order to report and is not inducted into the military.
Bill Clinton reclassified 1-D after enlisting in the United States Army Reserves on August 07,1969 under authority of Col. E. Holmes.
Bill Clinton signs enlistment papers and takes the oath of enlistment.
Bill Clinton fails to report to his duty station at the University of Arkansas ROTC, September 1969.

The act being pre-empted was the threatened ethnic cleansing of Kosovo.

Clinton committed fraud, by signing with ROTC to get his draft status changed, and then didn't not fulfill his obligation to ROTC. Apparently, he was technically AWOL, as a result.

Clinton said he loathed the military in the famous letter sent to the fellow who had signed him up for ROTC.

The idea that a mission should have a reasonable chance of success is appropriate, but does not mean that it is inevitable that things will go smoothly. It is perfectly possible that there will be failure on occasion, and yet that the decision is correct. That is one of the things you fail to understand: the trick now is to get the best result possible, in the face of difficulty, not to declare the mission a mistake and give up.
