You touched on something important to me. Presidents and congressional leaders need to be able to act on facts as they present themselves. Clinton pushed for some legislation (nafta comes to mind) that seemed like the right idea at the time and now has unintended consequences. There is nothing wrong with admitting a mistake was made and changing your stance. The fact that Bush *cannot* do this and gets himself into so many unending teeth-gnashing perdicaments based on some stance he took in the past is a leadership problem. He can't even admit Iraq was a bad call, or on even a more minute level, that the "Mission Accomplished" banner was premature! Bush's disposition is that of a spoiled teenager imho.
