All I know (from my sources) is that Stansfield Turner decimated our HUMINT services after the Church commission. Turner was a major proponent of electronic means of intelligence gathering.

Once subverted to ELINT, the HUMINT side began a slow and steady decline...

And there was a sound political reason for preferring ELINT over HUMINT. Few spy exchanges between enemies, less chance of a politically embarrassing incident, and less chance of rogue operations being conducted under the veil of secrecy.

In short, HUMINT was not as "safe" as passive ELINT intelligence (which consists mainly of "snooping" his signals and "peaking" over his fence with telescopes.

But as I mentioned, only through effective HUMINT operations can you truly discern intent. Any other method is susceptible to counter-intelligence and deception operations. But get a spy on the ground, with confirmable sources (other spies?) and you're likely to get a good read on what the other side's agenda and methods will be.
