I happen to live is a solid "red" state,
but I still like your idea
regarding "taxation without representation".

But, why stop at the level of states?

Why not extend it all the way to individuals?
The more taxes you pay, the more votes you get...

Interesting idea so let examine your selected states against Bush's homeland:

Gross State Product (millions of current dollars)

CA vs TX 48.58% 55.50% 55.51% 56.20%
NY vs TX 77.27% 85.99% 92.47% 92.42%

The pattern is very clear - Texas is gaining ground while both NY and CA are loosing.
