Bolton's comments on MoveOn.org were specific to the Voter Fund. If you go to the web site for The Center for Public Integrity, you will find some verification for the $4.8 million that was cited in the article. The disclosure does not include any contributions subsequent to February 2.

I do not know anything about Bolton. Based on his bio from The Hill, I would assume that he is young.
