This is not going to be easy, needs work...
Thats the essence of the thing, to bring other countries into the act. And than never let them resign (g)
Assume the NWG (or NUN) decides that child labor is a big no-no.
Then one country sees an opportunity, resigns, and sets up
factories that employ nothing but child labor- even imports kids from other poverty stricken Nations.
Brazil continues to clear their forests,which begins to change the worlds climate and precipitation.
The US could resign, and shut off the Rio Grande flow to Mexico completely.
Fact is there are so many interactions that the NUN would need to stay with the high level proclaimations and provide concepts for how the presently functioning organizations would fit together and avoid duplication and confusion.
We, the People of the World, in order to form a better society and reduce the possibility of nuclear conflict or the spread of terrorism do hereby etc, etc.
The Executive branch could be Nato, the Legislative branch could be the UN, the Judicial branch could be the
World Court. Something like that...........
Jobs like this are way beyond the capability of any one man,(except possibly Chirac) and government will have to be done by committee as it is in our Congress.
But there is no panic or hurry, because nobody will get any agreements until the invasion from OS starts.
Iraqi war casualties loom large at this time, but in the
gross picture of conflicts,it is minor.
Notice how much greater the causualties have been /are in other ongoing wars (data as of 1996)

It should be a voluntary association of states which are free to come and go as they like.

Sounds more like greater cooperation between current states rather then a world government. If that is what you want I have no objection to the general idea.
