Paul O'Neil was fretting over deficits and pleading for higher taxes in the midst of one of the worst bear markets, resulting from one of the biggest bubbles, in US market history. Paul O'Neil's advice, had Bush taken it, would have been an economic disaster.

OTOH, he is less economically illiterate than the Bush-haters here, though that IS an easy comparison.
