Yeah, I've seen that picture too. I think the way Kerry ought to play this is consistent with his current statements. Something along the lines of:

"I was opposed to the VietNam war, and I don't care if a person went to Canada, got a deferment, or joined a branch of the Guard that was never going to go to SE Asia. That's their decision. There is a problem with getting special treatment, by jumping to the head of the line to get into the Guard. Moreover, there is a problem in saying you supported that war, and then doing everything necessary to avoid it for yourself. In those days, service in certain branches of the Guard was a well established way of dodging the draft. I know it, and everyone who was there knows it. It doesn't compare to being in the Guard today. Anyone who tries to make that comparison, isn't being truthful. This goes to credibility. A person can change in over 30 years, but if they can't come clean and tell the truth today, well that's the here and now, and it's a problem. It's a problem this President seems to have again and again."

Or words to that effect.
