To my knowledge there was no attribution at all.....and the document was several years old.

Now, you're really getting desperate...insisting that "imminent" implies a missile launch..... Where do you get that idea? Having a nuke in a cargo ship in New York harbor would not be an imminent threat???? But if you definition is adopted then we had even less to fear from Saddam.....
