What I hear is that salaries of accountants, business managers, salesmen, lawyers etc. have all fallen in the US in the last few years. These are not tech people. As for an increase of production, is government activity(war, jails, security measures) part of production? It is in fact considered part of GNP and that's what you are thinking about. Of course manufacturing output has declined. White collar output either has declined or is less well paid.
