Banks are not effectively subject to insider trading rules. BA probably has lender relations with some of these smaller supply companies. They are not going to tell their bank that they are not selling well, so they tell the bank general demand is down.

From your url:

"Citing its own channel checks, Banc of America said it now expects Taiwanese notebook shipments to decrease 12.9% sequentially in the first quarter, which contrasts with the research firm's prior estimate for a 3.3% decline. "We believe the current softness in notebook PCs is largely due to an overbuild situation during Chinese New Year and weaker than expected end-user demand." However, in view of long-term considerations, Banc of America said it expects that Intel "will benefit from an acceleration in the PC replacement cycle and an improved information technology spending environment.""
