LT, No I do not believe that a significant amount of outsourcing to foreign countries has been done in the area of radiology. As I told Chinu, my wife was diagnosed and treated for cancer last year. All of her results were done here and available either almost immediately, or the next day. Furthermore the doctors are the ones who ultimately read, concur and diagnose the results of the tests.
