Are you pulling my leg? I don't have to have been there to know that he is talking of his idea of a practical matter(or something stronger). He likely feels his own vote is correct and unchangable, but we know he may be wrong in this. Should Tony Kennedy side with Souter, it might then be said to be up to Souter to change HIS mind. Then I could fairly say the vote was in Souters Hands. It takes all the Judges to do the job, pure and simple.

In short, I disagree with him, and think he writes poppycock, and that's fair, I think, on my part, eh?

Anyway, yes, perhaps no one knows who would have won had more counting commenced...some people on either side believe differently, however. The close election can happen again, but is not likely to happen again and again in any short time-frame. So long as no candidate persists in requesting unprecedented and biased methods of counting(as Gore did), it won't drag out long even if it DOES happen again sooner or later.
