Gorbachev ended the Cold War by doing.......nothing.

Yuri Andropov ended the cold war by dying. Once the last of the Stalinist regime was gone reforms could begin.

the hard line theme of the reagan presidency did break a bunch of unions like PatCo that were really out of control though. Reagan and Thatchers move away from Keynesian economics was the significant thing wrt Reaganomics in my view.
