That's because it didn't happen. They didn't improve the levels as much as Clinton wanted them improved, but they still improved them. Under Bush, the levels will be lower (better) than they have been previously.

Sorry, I mistated that (it was my last post before bed after a 13-hour workday!) -- the Clinton administration had lowered the limit on levels of arsenic in drinking water, and the current administration raised that level up some.
