Oh, heavens. It gets worse than that. Several years ago, Halliburton was caught overbilling for electrical work on a California military base. They were convicted of a crime (as a corporation).

Federal law at the time forbid the Department of Defense from contracting with criminally convicted entities. Precluding Halliburton from bidding on new contracts with DoD.

So what did Bush do? He slipped a special provision into the FY 2002 DoD budget removing the language preventing contracting with a criminal organization from the Federal Register. And the Democrats whimpered and simpered, but didn't do a damn thing about it.

So as things stand today, it's perfectly legal for the DoD to hire criminals. Neat, huh? :')
