Otherwise it will make the system more corrupt. <<7) Enforce three requirements for voter registration: Proof of Identity, Proof of Residence, and Proof of Literacy.>> This might help. And then again, it may disenfranchise from voting the very people you say you are trying to help. I think you reforms would result in a permanent underclass. Worse than what we have today. The main difference being that the opportunity for an education and the right to collectively bargain would be taken away. Both of those rights are most beneficial to low income people.
