Thats true enough
But Dell has been able to invade their home grounds and do very well.
It will not be so easy for them to come here as they will need the reputation , connections, and service ability in the US to sell to large corporations and the Military.
To understand and meet all the Mil Specs or company specs.
But they could give HWP a challenge in the consumer/retail markets
