You miss the point of government jobs programs. They aren't designed to create jobs for Americans displaced for various reasons, they are designed to insure that those in Congress will continue to have jobs. No one ever got re-elected aligning themselves with smart guys who want to go do post doc work in something like nano technology or biochemistry. So they bleed for the ordinary guy who loses his job through no fault of his own and just needs a 24 month program to retrain as a medical technician, get his CFA certification or an insurance underwriting license. All of which can be done at a community college or for profit extension school like University of Phoenix. The big science and technology graduate programs are all pretty well funded with grants and endowments.....just take a look at the various papers published every week. In Congress you can't run the risk that some political operative is going to get a hold of something like "Signaling Theory and Animal Communication" or "Minority Game with Arbitrary Cuttoffs" and tell the public that you helped fund it under the ruse that it will create jobs for Americans who are displaced by technology or off-shoring.

Edit: Also, don't discount what AG said the other day in his address to the Senate, that where we fail our students is somewhere between 4th grade and 12th. This is where Americans fall behind other countries in math and science. How can you send an out of work programer who is almost functionally illiterate when it comes to math and science to graduate school?
