Just a thing or two about your analysis and cost/payback calculations.

"Jan = peak heating month - Gas bill = $200. 25%= $50.
Assuming recycling reduction of 30% & 40% = $15 or $20."

That assumes that the January usage could be extrapolated to a year round figure. The monthly savings would be considerably less in other months and the savings og $15 or $20 would be less in those months.

"Cost = (300+250)550 (300+250+100) =950 incld install of tankless heater ($100 added). "

Having had some experience in contracting out a plumber's service, especially in N.J., $100 would be a very conservative and unrealistic price to expect from a plumber.

Aside from those two comments, I find no fault in your methodology.

Some folks claim they need to have a 3 year payback to justify a re-fit, but I think that is a sunjective call and if I were in need of a new w/h, I would probably go forward with it even if the p/b time is 5 years or so.

New construction would most certainly be a sure choice.

I tend to favor the flash heating of water, especially at the kitchen and bathroom fixtures and the larger water heater employed for the bath/shower. I do not know of any flash heaters for thsoe applications.
