That could very well have been Gw's plan, but it was derailed by two things. Saddam's non- cooperation, and a split UN. A UN, some of whom were bribed by Saddam, with millions of dollars of oil money. If the European leaders, and Russia, hadn't been bribed, and the world would have presented a uniform face, Saddam could have very well given up his charade.

Without the farce in the UN, Gw might have had more wiggle room. But to put the pressure on Saddam, Gw made some bold moves, and had to put up or shut up, when Saddam rebuffed the pressure.
