I believe if you just look at the final product, a gallon of gas, it does that. But the point Pimentel makes is that although it's true that it "can reduce carbon monoxide emissions, the fuel may well produce more of other air pollutants..." He mentions "the fuel for farm tractors, the natural gas used to distill corn sugars into alcohol, and so on," and mentions that ethanol blends get lower milage and points out that "because that production energy comes mostly from fossil fuels, gasohol isn't just wasting money but hastening the depletion of nonrenewable resources."

A 1986 Depart of Agriculture study found we'd be better off mailing the farmers checks than propping up an entire industry with tax dollars.
