Burrowed inside his foreign policy team are men guilty of exactly what Gore accuses Bush of, men who did exploit our fears to stampede us into a war they had plotted for years. The war is right or wrong on its own merits. The length of planning by political advisors and undersecratries is irrelevant to any serious question about the war. Tim
