In the early 80s, I said. In the early 80s, despite attacking Iran, Saddam was still regarded as a run-of-the-mill Arab tyrant. That was before the chemical attacks on Iranian cities, the Anfal campaign, and the establishment of a full-bore Stalinist police state set him apart from the other dictators.
