I think you might be right, also I don't think 3.1 can read 98 as 3.1 is a fat 16 file structure and 98 should be fat 32. I don't believe each can read the other. If you do repartitioin drives the 3.1 will have to be fat 16. That's what I read a while ago. It's been a long time since I even thought about win 3.1

ok, I'am back from Gotmilk in Winderland :o) and...
and almost got it working, and thought I was close
until I read the link thecow posted to me about loading
a 95 or 98 on top of a 3.1 to show me a tonne of issues
that I would not have figured out. As for the filesystem,
it seems that a FAT32 will accept files created under the
old Win3.1 FAT16 system ok, but I think the Win2000
and later will not, or if so, then only if a DOS window
is created, but for sure what I read is that 98 was the
last Windows booted from a DOS system, meaning
I'am guessing since I never been on anything except
Win3.1 and this 98, that 98 is the last time you can
shutdown Windows and drop back into DOS.
ok, I gave it a shot, but I did by chance pick up
a small bit of info to allow that 98 owner to get over
the new way she doesn't like about coping directories
into another directory. Seems Bill Gates wants everyone
to never need to know about DOS command lines,
and just click your mouse with almost no typing in
of any of the letters of names. She wanted more feedback
that...
- click on a Directory
- click on Copy
- click on Move
as she wanted to see letters of the names rather than
the highlighted icons or pictures that represented them.
ok, She can now do it the Win3.1 touch & feel way in 98.
- select Run [C:\WINDOWS\WINFILE.EXE]
Which allows typing in the names rather than mouse'n

I gotta find out what DELTREE does, and it seems that
the Win3.1 DOS TREE command is no more.
Also I read about a RDISK.EXE program but didn't find it
on the 98 so its probably shareware.
One more, I need to....
