I did some reading and you are right he never said "Imminent threat".

Though he never said it he implied it many times. And by repeating the bogus nuke claim the british made he painted a fearful picture that needed to be dealt with immediately. With his statements that if you wait for it to be imminent you have waited too long is another scare tactic.

I am pro american, pro democracy and pro capitalism. But to you use fear to undermine the rights and safeguards put in place, such as the international law on immenence and twist US law to allow the patriot act I can not abide such action.

You may be able to side step the issue by saying, Well he never really said imminent threat." but that rings hollow in the face of his actions and the lack of evidence that has come to light.
