After the 2000 election there was 50 Republican Senators and 50 Democratic Senators.

Cheney is the President of the Senate which made it Rep 51 – Dem 50

In a magnanimous gesture Republicans split authority as the majority party.

There was no Thank You and Democrats would never have done it.
