am sick and tired of Outlook Express taking it's own sweet time sending out my mail.

Are you positive it's Outlook Express and not your isp? Until I got my new computer a couple of weeks ago, I had OE, and it never held onto my email. It did do other weird and annoying things, like suddenly not saving my Sent Mail so I had to bcc it to myself to have a record, but never what you describe.

At the recommendation of a couple of people, I switched to Outlook-- which as far as I can see has no advantages over OE to an individual (it has good features for business use). But it's okay, and I understand that next year, MS is going to stop providing support for OE, so it's just as well that I switched.
