Spending for computers was abnormally large in the late 90s for a reason that won't recur- companies wanted to be sure they wouldn't have a Y2K problem, so they simply bought a lot of new equipment. Maybe they haven't digested all that gear yet.

If the Bush team wanted to stimulate spending they could try investment tax credits like the early Reagan administration used. But then their tax receipts would be smaller.
