That question is best answered by market forces," Gregory Mankiw, head of the Council of Economic Advisers, told the National Economists Club. "If bureaucracy was capable of such foresight, the Soviet Union would have succeeded as a centrally planned economy." Almost 3 million private-sector U.S. jobs have been lost since Bush took office in January 2001 and Mankiw sparked uproar earlier this month when he said outsourcing was "probably a plus for the economy in the long run." Concern at the loss of traditionally safe service jobs to nations like India has combined with anger over the damage done to U.S. manufacturers by cheap imports from China to turn the issue into one of this election year's hottest topics. Democrats said Mankiw's comments proved how out of touch the Bush White House was with ordinary Americans, and Republicans have also chided the Bush aide. The chairman of the House Small Business Committee, Illinois Republican Rep. Donald Manzullo, has asked Mankiw to appear at a hearing with people whose jobs have been sent overseas so he can hear their stories first hand. Manzullo has called for Mankiw to step down. But an aide said on Tuesday the congressman had put on hold plans to circulate a letter on Capitol Hill urging his resignation. Mankiw said his "injudiciously worded comments" had been "misinterpreted to say that I was praising U.S. job losses ... nothing is further from my view." But he urged that such fears not be used as an argument for trade protectionism and the best protection for jobs was stick with Bush plans to make tax cuts permanent and boost growth.
