Has the government regulated the content of the protester's speech? No? Then there has not been an infringement.

The courts have repeatedly ruled that the government can regulate the circumstances of speech when there is a legitimate government interest in doing so. Like regulating how close demonstrators can get to the President of the United States. What you really are complaining about is that the demonstrators aren't allowed to get close enough to get in the media spotlight around the Prez. That isn't in the Bill of Rights, last time I checked.
