If your point is semantic, ok, maybe but ...

In fact, government policies can create jobs. They can do this with public works programs like Eisenhower's highway programs or JFK's Moon mission. They can create jobs by giving certain tax incentives to corporations. They can create jobs by strategic tax cuts that increase aggregate demand. This is all well known.

From an economic perspective, most economists think job creation is the most important aspect of the President's job. A minority of economists think fiscal responsibility is the first priority (of course Bush fails there too).
