I think it is extremely high. Without a charasmatic leader (Fidel's brother isn't well liked), the military will be in control. Cuba has known democracy for only very brief periods in its history.

Without the U.S. playing a role, it will be just another turbulent banana republic. With the U.S. playing a role, it could become a shining jewel.
