Not weakness for the terrorists, weakness for international order.

An analogy would be a landlord allowing his rental unit to be used as a crack house.

At first, the police just bust the drug dealers, but if the landlord allows the house to remain a crack house then it can be forfeited as a public nuisance and sold to someone who won't allow it to be used that way anymore.

There is no legal right for terrorists to operate with impunity by hiding behind ostensibly legitimate governments.
