Not all failed states are identical. Yes, Saddam allowed terrorist groups to take refuge in Iraq. No, he did not allow them to run the country. Given both those facts -- that he controlled the country with an iron fist, and that he allowed terrorist groups to take refuge in Iraq, that was what made Iraq a state sponsor of terrorism.

There are other states in the Middle East which sponsor and/or sanction terrorism. Libya, Syria, Iran, Sudan are examples.

And there are states in which sizeable elements sympathize with and/or sponsor terrorism, like Pakistan and Saudi Arabia.

Afghanistan was taken over by terrorists.

Of course it's not just the Middle East. For example, the Columbian government does not sponsor terrorists but has been unable to control narcoterrorism.
