Bush did not support any policies that increased unemployment any more than Clinton supported policies that lowered it, though they each would like to take credit for whatever good the economy does during their term. Central bank policies have more to do with the economic picture than specific policies, although between Bush and Greenspan, there's a decent chance that supply siders will go down to their final ignominious defeat pretty soon.
